Host country bidding process:
Potential host countries must first decide whether they want their bid to be either closed or open after which they initiate a bidding process by sending documentation containing information on their intention to bid as well as details about why their country would provide excellent staging capabilities.
Qualified member associations then propose venues within their borders and must provide strong detail on how they would organize the event.
A list of possible host countries is then compiled based on the documentation sent, and bids must be submitted two years before the tournament begins.
A decision regarding which country has been chosen as a World Cup host is usually made four years ahead of time so that ample preparation time can be given to the organizing committee.
The FIFA Council decides on the hosts of the 2026 and 2030 World Cups at its meeting in Zurich on June 10, 2020.

If three or more teams have the same number of points, then they’ll be ranked according to goal difference in all group matches, followed by the total number of goals scored in all group matches, and finally by drawing lots.
In case if there’s a tie after that, then the away goals rule will apply, and if it’s still not broken, then a final match will be played to determine which team goes through.
